把EBS 數(shù)據(jù)庫從11.1.0.7升級到11.2.0.4后，無法登陸

[oraprod@ebsprod PROD_ebsprod]$ sqlplus / as sysdba
ERROR:
ORA-01804: failure to initialize timezone information


SP2-0152: ORACLE may not be functioning properly


FIX:

正常登陸：
